As a Senior People Compliance Specialist (EMEA), you will focus on ensuring that GitLab’s people operations comply with European works council requirements and labor regulations across multiple countries.

This role is highly specialized in:

• Works council coordination
• Employee relations / labor relations
• HR compliance and governance

You will act as a bridge between HR, Legal, and business leaders to manage consultations, approvals, and compliance processes during organizational changes.

What You’ll Do

• Works Council Management
  Manage end-to-end works council processes across:
  Germany (Mitbestimmung)
  Netherlands (adviesrecht / instemmingsrecht)
  France (CSE consultations)
  Ensure compliance with:
  Consultation timelines
  Legal obligations
  Local agreements
• Process Coordination
  – Prepare:
  Agendas
  Information packages
  Supporting documentation
  – Coordinate:
  Translations
  Stakeholder inputs
  Meeting materials
• Stakeholder Collaboration
  Work closely with:
  People Business Partners
  Legal / Employment Counsel
  Business leaders
  Build and maintain trust-based relationships with works council members
• Advisory & Guidance
  Educate managers on:
  Works council requirements
  Consultation processes
  Legal timelines
  Provide guidance on sensitive organizational changes
• Process Improvement & Governance
  – Develop:
  Standardized templates
  Training materials
  Repeatable workflows
  – Improve:
  Documentation practices
  Recordkeeping
  Data retention compliance
  Reduce operational and compliance risk
• Reporting & Compliance Tracking
  Maintain consultation records and metrics
  Ensure audit readiness
  Respond to information requests from works councils

Requirements

• Experience
  – Background in:
  Works council coordination
  Employee relations
  Labor relations in Europe
• Experience managing:
  Consultation processes
  Information and co-determination obligations
• Regional Knowledge
  – Strong understanding of at least one of:
  Germany
  Netherlands
  France
  – Ability to expand knowledge across EMEA jurisdictions
• Skills
  Strong project management abilities
  Ability to manage multiple parallel requests and timelines
  Experience working in remote, async environments
• Communication
  – Excellent written and verbal communication
  – Ability to handle:
  Confidential information
  Cross-cultural communication
  Documentation-heavy workflows
• Languages
  Fluency in English
  Proficiency in French (preferred)
  Additional European languages are a plus
